The 2nd stick will refuse to work in the blue slot no matter what (red lights and cant boot). I have tested the 2nd stick alone in the black slot with MEMTEST ran overnight and there is nothing wrong with the RAM stick.
The slots are different colors for Dual Channel Memory. they usually alternate - black blue black blue. If you have 2 RAM sticks always be sure they are in the same colored slots.

I have always seen that the motherboard RAM slots are colored in pairs, but never knew what it meant. I just put the 2 RAM in, and after a few tries it always worked.
